NEWS RELEASE
DAVE FINLEY NAMED PRESIDENT AND CHIEF EXECUTIVE OFFICER OF LEADSONLINETelecom/high-tech leader brings Fortune 100 experience to LeadsOnline team DALLAS, Feb. 16, 2004 – LeadsOnline, the nation’s largest online investigative system used by law enforcement to solve crimes involving property, announces Dave Finley has been named president and chief executive officer. Finley, an accomplished operational leader in the telecom and high-tech industries, will oversee LeadsOnline’s sales operations, business development, strategic alliances, technology and systems infrastructure. Prior to LeadsOnline, he played key roles in the financial management and accelerated growth of Fortune 100 companies, emerging public companies and entrepreneurial enterprises. Finley has been acting in a leadership capacity for LeadsOnline on an interim basis since early 2003. During his nine-year career at Sprint, Finley was instrumental in defining the operational strategy to align the company’s multiple consumer, business and wireless lines of business. As chief operating officer of Telocity Inc. in Cupertino, Calif., he helped engineer a 500 percent increase in residential broadband subscribers and the sale of the company to DIRECTV in April 2001. Finley also has served as a restructuring officer for Excite@Home in Redwood City, Calif. Finley earned a master’s of business administration at Texas A&M University, a master’s of management at the University of Dallas and his bachelor’s of business administration at Harding University. “I’m thrilled to be a part of the LeadsOnline executive team, which has demonstrated remarkable foresight and innovation by launching an exciting new crime-fighting system that is transforming the way crime is investigated across the United States,” Finley said. “LeadsOnline’s system represents the ultimate win-win solution for law enforcement and private enterprise, in addition to the communities they mutually serve. My goal is to build upon the momentum we have established, support private enterprise, equip law enforcement officers with the latest investigative technology and provide a genuine sense of hope for victims of crime.” Hundreds of U.S. law enforcement agencies are currently using the LeadsOnline system to gain instant access to a centralized, nationwide Internet database that currently contains more than 30 million property transactions from more than 1,700 pawn and secondhand stores throughout the country. LeadsOnline has been used by law enforcement agencies to clear cases ranging from burglary to homicide that would have otherwise gone unsolved. The system also supports business owners’ efforts to comply with homeland security initiatives such as the Patriot Act, by helping identify transactions with known terrorists. Traditionally, crime investigators have been relegated to the far more tedious and ineffective process of making multiple phone calls to other jurisdictions, personally visiting stores and online auctions that accept merchandise from the public, sorting through stacks of paper records and engaging in cumbersome, error-prone data entry. With LeadsOnline, the window of time between a store transaction and the availability of useful investigative data literally can be shortened to two seconds instead of two or more months. Additionally, law enforcement is able to focus on the investigation of crimes, rather than spending ever-scarce tax dollars on the tedious and often unsuccessful task of collecting and retyping store tickets.
